Law enforcement arrested two Altoona residents last week with multiple charges for distribution of methamphetamine out of their home.

Carlos Bustamante Palencia was arrested on Aug. 23, and Laura Lynn Garman was arrested on August 24, 2012, following at least a two-month investigation involving the U.S. Drug Enforcement Administration.

The offenders lived together at Clover Ridge Apartments, a subsidized housing property on the east side of Altoona just south of Same Wise Youth Complex, according to court records.

A criminal complaint that led to the investigation and arrests alleges Palencia and Garman supplied a witness with between a quarter pound and one pound of methamphetamine a week out of their apartment building.

During July and August, federal investigators witnessed meetings between the Altoona residents and others who allegedly exchanged $2,000 for one ounce of methamphetamine on multiple occasions, according to a criminal complaint issued by U.S. DEA Task Force Officer Christopher Lybarger to U.S. District Court of Southern Iowa.

Both offenders submitted not guilty pleas during separate arraignments on Aug. 31. and are scheduled for trial on Oct. 29. They are currently detained by authorities, but may be released to a halfway house pending availability before the trial, according to court records.
