BULLHEAD CITY, Ariz. — Bullhead City Police officers made two arrests Wednesday at the home of 8-year-old Isabella “Bella” Grogan-Canella, the girl who was found murdered more than one month ago.

Police arrested Tania Ann Grogan, 29, and her husband, Ralph Pat Leroy Folster III, 28, on felony drug charges.

The narcotics section initiated an investigation into Grogan and Folster after receiving information back in September that they were dealing methamphetamine and heroin in the community.

At approximately 5 p.m., Bullhead City Police and the SWAT Team responded to the residence located on Lakeside Drive. Grogan complied with officers and was taken into custody.

Folster refused to come out of the residence. After a two hour stand-off with police, Folster climbed up the attic and attempted to gain entry into the duplex residence next door. He then came out of the house voluntarily.

As part of the narcotics investigation, Grogan and Folster were arrested for possession of dangerous drugs, possession of dangerous drugs for sale and the sales of dangerous drugs (all methamphetamine). Grogan was additionally charged with manufacturing dangerous drugs (the packaging/re-packaging of drugs for sale).

Police are currently executing a search warrant for their residence and the neighboring residence where Folster was attempting to hide. More charges may be pending.

They will be booked into the Mohave County Jail in Kingman, Ariz.

Police said Folster refused to come out of the home when the incident started around 5 p.m.

Justin Rector, 26, pled not guilty in Mohave County Superior Court and faces first-degree murder charges in the death of Bella. Rector was arrested near a Bullhead City store shortly after the family of Bella was reported missing on Sept. 2.

Authorities have described Rector as a family friend who was staying at Bella’s home at the time she disappeared.

Her body was discovered in a shallow grave near her Bullhead City home. Medical examiners determined that she had been strangled.

Rector faces up to life in prison on a first-degree murder charge. He also is charged with kidnapping, child abuse and abandonment of a dead body.

There is currently an open investigation into Grogan leaving her children in a dangerous environment, including supplying methamphetamines to Justin Rector.
